This is the biggest secret of the car painting technique so that the car paint results are sleeker and smoother, this technique is a sanding technique after the varnish or clear is dry even though it looks shiny but it is still rough and not perfect, when touched by hand it still feels rough but not smooth.
So after varnishing or clearing, you have to sand it first with fine sandpaper between no. 1200 to 1500, the method is to sand all the parts of the car body that have been cleared to only remove the rough surface to make it smoother, after sanding the car body it doesn't foam again shiny but later after polishing, the parts that are foamy because of the sandpaper can be shiny again and smoother after compounding or polishing
